Why it works
The bass climbs from the fourth degree through the raised fourth to the fifth, while the top of the harmony moves into the tonic chord. The dim7 adds a burst of tension, and I with the fifth in the bass gives a soft landing. It is common in gospel and in the fifth and sixth bars of a blues.
